2311_[1] PUBLIC PARTICIPATION

Members of the Neighbourhood Police team briefed the council on police activities and received questions from members of the council. The importance of reporting incidents was emphasised. This can be done via the police website or via 101 or in an an emergency via 999. Online fraud prevention was discussed and members of the public were advised not to click on links that may arrive in emails or social media.

There was no other public participation contributed by members of the public.

MEETING ADMIN

2311_[2] Apologies for Absence

Apologies for absence were received from Cllrs D Cox, J O’Nians and P Young.

2311_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2311_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Thursday 14th September 2023 were confirmed as an accurate record and signed by Chairman.

REPORTS

2311_[5] Chairman’s Report

  • The Chairman reported on the latest police advisory group meeting, including a report from Chief Inspector Corrigan on Operation Remedy and the impact of county lines in all communities.

2311_[6] Clerk’s Report

  • The Clerk reported that he had requested Dst Cllr David Wood to reaffirm the Parish Councils objections to planning application ref 22/04109/FUL (Elm Grove Farm) in the upcoming planning committee meeting
  • Noted: correspondence shared with council members (see appendix)

2311_[7] Councillor Responsibilities and Meetings attended

  • Noted: Response from Play Safety Inspection Report: The Basket Swing is marked a medium risk due to the nature of the activity.  There is nothing that needs to be done to lower the risk.

2311_[8] Ward Councillor’s Report

  • Noted: A written report from BANES District Cllr David Wood

2311_[9] FINANCE

(a) Payments and income – see appendix 2023-11 Finance Reports

  1. RESOLVED: Approval of implementation of the Local Government Services pay agreement 2023 for staff from 1 April 2023.
  2. RESOLVED: payments to approve listed in finance report checked by Cllr Duckett
  3. Noted: payments and Income listed in finance report
  4. RESOLVED: bank reconciliation checked by Cllr Huffadine
  5. RESOLVED: The grant application from Hinton Blewett Village Hall for £350 was approved

2311_[10] PLANNING APPLICATIONS

RESOLVED: Application Reference23/04066/FUL: The Parish Council has NO OBJECTION to this application.
Application Address: 15 Lower Road, Hinton Blewett, Bristol, Bath And North East Somerset, BS39 5AX
Proposal: Erection of single storey side extension.


Noted: Planning Application Number: 22/04109/FUL would be considered by the BANES Planning Committee on 15th November 2023 at The Guildhall, High Street, Bath commencing at 11:00am. The Parish Council reaffirmed the previous resolution of NO SUPPORT for this application. Cllr Duckett offered to attend the planning committee meeting. The Parish Council approved Cllr Duckett to present and reaffirm the council’s resolution.

(Site Location: Elm Grove Farm Lower Road Hinton Blewett Bristol Bath And North East Somerset Description of Proposal: Conversion and extension of barn to create 1no. dwelling and replacement of all remaining buildings with 4no. dwellings together with associated hard/soft landscape works; drainage and access improvements.)

Alternative dates were reviewed for council meetings.

RESOLVED: Date of next meeting: Thursday 11th January 2024, 7.30pm at Hinton Blewett village hall.
