Minutes of the Annual Parish Council Meeting, 12th May 2022, 7:30pm

Present: Councillors T Bowler, D Duckett (Chairman), C Elliott, D Huffadine and A Mills.

Also present: Clerk: Philip Edwards and 4 members of the public


22.05_1. ELECTION OF CHAIRMAN

RESOLVED: Cllr D Ducket was elected as Chairman.
The Chairman’s declaration of acceptance of office was signed and received by the Clerk.

22.05_2. ELECTION OF VICE CHAIRMAN

RESOLVED: Cllr D Huffadine was elected as Vice Chairman.
The Vice Chairman’s declaration of acceptance of office was signed and received by the Clerk.

22.05_3. PUBLIC PARTICIPATION SESSION

A public participation session was held. A request was received to trim nettles on a boundary stone.

22.05_4. APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllrs D Elliot and J O’Nians.

22.05_5. DECLARATION OF INTEREST

There were no requests of dispensations or declarations of disclosable pecuniary or personal interests.

22.05_6. CONFIRMATION OF MINUTES

RESOLVED: That the minutes of the meeting of the Parish Council which took place on Thursday 10th March 2022 were approved as an accurate record and signed by the Chairman.

22.05_7. REPORTS

(a) Chairman’s Report

The Chairman highlighted the topics covered in the Annual Parish Meeting.

(b) Clerk’s Report

  • Correspondence had been received regarding the possibility of funding to support the Parish News – a copy had been emailed to councillors for consideration. The council indicated they would be willing to receive a grant application for £50 to support additional distribution.
  • The footpath survey completed by Philip Edwards had been published for councillors to review

    • The Chairman thanked Philip Edwards for producing a thorough report which had gone beyond the expectations of the council.
    • The council requested Philip Edwards to monitor and maintain the footpaths for the year, at an agreed rate of £15 per hour, with fuel and equipment to be provided by the parish council. The £15 per hour for the year to be limited to the remaining footpath maintenance budget set by the council.
    • The council requested the Clerk to investigate possible tools, such as an electric or petrol hedge cutter to be owned by the council for the upkeep of the footpaths.
  • Correspondence had been received from Jacob Rees-Mogg / Ofcom and had been published on the website

(c) Members Reports

Cllr C Elliot reported that she had attempted to sow wild flower seed, but that the area designated had grown too long for wild flowers.

Cllr C Elliot reported on jubilee mugs costing £2 to £4 per mug. It was suggested that children in the village be invited to receive and register interest for mugs, on a first come first served basis for the first 30 that register. Cllr C Elliot would organise registration with the Clerk providing Cllr C Elliot with an online registration form.

(d) Ward Councillors Report

The Ward Councillor sent his apologies for absence.

22.05_8. APPOINTMENTS

  • RESOLVED: The appointments for committees, working parties, outside bodies and other responsibilities were reviewed and approved. Cllr T Bowler would take over the appointment of footpath representative. The ALCA representation role would be removed. Cllr T Bowler would no longer be on the CV Cimate/Nature group. All other appointments would remain as last year.

22.05_9. FINANCE

  3. RESOLVED: bank reconciliation 31st March 2022, prepared by the RFO and checked by Cllr Huffadine
  4. Noted: year to date spend against budget to 31st March 2022

22.05_10. ANNUAL INTERNAL AUDITORS REPORT

RESOLVED: The Annual Internal Auditors Report 2021/22 was received and approved.
RESOLVED: Approved: the quotation of £190 for continued appointment of Internal Auditor for 2022/23 . (See appendix for quotation)

22.05_11. EXEMPTION CERTIFICATE

RESOLVED: That the Parish Council, having met all the exemption criteria for 2021/2022 agreed to declare itself exempt from an external audit. The certificate was signed by the RFO and Chairman.

22.05_12. ANNUAL GOVERNANCE STATEMENTS

RESOLVED: The Annual Governance Statements 2021/22 prepared by the Clerk (Section 1 on the Annual Return) was approved by the council and signed by the Chairman and Clerk.

22.05_13. ACCOUNTING STATEMENTS

RESOLVED: The Accounting Statements 2021/22 prepared and signed by the RFO (Section 2 on the Annual Return) was approved by the council and signed by the Chairman.

22.05_14. DATES FOR THE EXERCISE OF PUBLIC RIGHTS

RESOLVED: The dates of the period for the exercise of public rights: commencing on Monday 13 June 2022 and ending on Friday 22 July 2022.

22.05_17. JUBILEE BENCH

  • RESOLVED: Agreement in principle on the style and the installation of a circular bench for the Barbury to be placed around the oak tree, with a budget up to £2120 ex VAT. Cllr A Mills agreed to research suppliers and products available within the agreed criteria.

22.05_18. DATE OF NEXT MEETING

RESOLVED : Date of Next Parish Council meeting: Thurs 14th July 2022, 7.30pm at Hinton Blewett village hall.
