Thank you for your consultation request, regarding application reference: 23/02769/ADCOU
Application Address: Glanville Farm , Lower Road, Hinton Blewett, Bristol, Bath And North East Somerset, BS39 5AT
Proposal: Prior approval request for change of use of agricultural building to 3 no. dwellings (Use Class C3)
The Parish Council DOES NOT OBJECT to this planning application, but would like to raise the following points for consideration.
The application gets an unused building back into use and it meets the requirement for converting existing agricultural buildings for residential use. The development of this old farm is sensible for a small number of properties to become available for people to live in Hinton Blewett which a small village with ageing population. However the previously submitted application for two was more in keeping.
The Parish Council supported the previous application for two dwellings – a four bed and a five bed totalling nine bedrooms with parking for four vehicles. This application is for three of four bedrooms, i.e. more people and more cars with parking spaces now shown for seven vehicles. The number of vehicle movements will be greater with three dwellings with more visitors and deliveries by Tesco, Amazon etc. on top of the residents cars. This is obviously a worse situation from an environmental point of view as the village is a non-sustainable location. The number of cars that three extra properties will have is a concern on the lane leading to the properties. Potentially up to twelve cars in addition to farm traffic.
Maintenance of road surface is a cause for concern due to extra traffic. The driveway is not of sufficient quality to withstand the significant extra usage. This could cause vehicles to park in Lower Rd. There is a potential risk to walkers using the footpaths.
The lack of garden space is a concern.
