2407_[1] PUBLIC PARTICIPATION

A presentation was received from the Development Director of Regener8 regarding the proposals for a solar farm at Stowey. The Parish Council were invited to submit ideas for possible community benefits. Members of the public were encouraged to visit the exhibition at Bishop Sutton Village Hall, Wick Road, Bishop Sutton, BS39 5XQ on Monday 22nd July, from 3pm to 6.15pm

There were no declarations of disclosable pecuniary or personal interests.

2407_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Thursday 16th May 2024 were confirmed as an accurate record and signed by Chairman.

2407_[5] Chairman’s Report

  • A report was received from the Chairman noting issues to be addressed later in the meeting

2407_[6] Clerk’s Report

  • RESOLVED: Village Hall Grant Application, £350
  • RESOLVED: Approval to use the Barbury for a church Fete on 14th September
  • RESOLVED: The Parish Council supports the campaign for lithium battery safety and a bill for parliament highlighted in the correspondence
  • Noted: Solar Farm Presentation, 22 July at Bishop Sutton Village Hall between 3pm and 6:15pm (see pdf brochure in correspondence appendix)
  • The Clerk had written to BANES highways to request further information about recent HGV signs on the Barbury. The Parish Council confirmed that they did not want additional signage on the Barbury and did not consider additional signage necessary.
  • The Clerk had written to BANES to request an update to incorrect details on the Conservation Area Appraisal which had been actioned by BANES
  • Noted: correspondence shared with council members listed in the appendix. Members were encouraged to submit responses to the parking charges consultation request

2407_[7] Meetings attended and Members Reports

  • Noted: there were no reports on councillor responsibilities and meetings attended

2407_[8] Highways Reports

  • Roads and highways drainage issues were reviewed by the Parish Council
  • A draft letter was reviewed and approved by the Parish Council from the Chairman on behalf of the Parish Council to Dst Cllr David Wood requesting that ongoing issues be addressed. The Clerk was requested to send this letter on behalf of the council by email to Dst Cllr David Wood. (See appendix for copy of letter)

  • No report was received from BANES District Cllr David Wood

2407_[10] FINANCE

(a) Payments and income – see appendix 2024-07 Finance Reports

  1. RESOLVED: payments to approve listed in finance report
  2. Noted: payments and Income listed in finance report
  3. Noted: bank reconciliation checked by Cllr Huffadine
  4. Noted: Year to date spend and budget
  5. RESOLVED: Update to earmarked reserves following previous end of year budget savings of £900 as follows
    Laptop EMR from £100 to £500
    Notice board EMR from £500 to £1000
    Future projects EMR to remain at £300
