2307_[1] PUBLIC PARTICIPATION

There was no public participation contributed by members of the public.

2307_[2] Apologies for Absence

Apologies for absence were received from Cllr J O’Nians

2307_[3] Declaration of Interest

There were no declarations of disclosable pecuniary or personal interests.

2307_[4] Confirmation of Minutes

RESOLVED: The Parish Council meeting minutes of Thursday 18th May 2023 were confirmed as an accurate record and signed by Chairman.

REPORTS

2307_[5] Chairman’s Report

  • The Chairman reported on a recent tour of the Keynsham custody facility with the police IAG group and noted that the busiest periods reported were Halloween and Christmas eve.
  • Reports were noted from the Chew Valley meeting regarding crime figures and from Cllr C Elliot regarding rural crime.
  • The public are encouraged to report details of any crime to the police, especially car registration details, as this helps to collect build up data and intelligence for crime prevention.
  • A report was received regarding the takeover of Bristol Water by South West Water and the intention to bring SW Water up to the standard of B Water. It was reported that Wessex Water are responsible for sewage treatment and there may be a future increase in bills of over £100 per year.

2307_[6] Clerk’s Report

  • The Clerk reported on suppliers of boulders and prices to treat the jubilee bench. Cllr Elliot offered to check for alternative offers.
  • Noted: correspondence shared with council members (see appendix)
  • Reported: David Elliot has resigned as a councillor.
  • Reviewed: A request for use of the Barbury for a fete was approved by the council
  • Noted: the clerk has been updating the website with the latest php and wordpress version and updated theme. This should fix background errors and improve security.
  • Reviewed: new councillor training options

2307_[7] Councillor Responsibilities and Meetings attended

  • Noted: The Parish Forum would take place the following week.
  • See Chairman’s report for meetings attended.

2307_[8] Ward Councillor’s Report

  • A report was received from BANES District Cllr David Wood regarding his new role as Deputy Leader and the new BANES council administration. Cllr Wood reported on Coley Hill funding and road closure for drainage works. Flooding on Upper Road was reported to Cllr Wood, along with fly tipping at the Quarry. Cllr Elliot highlighted the app ‘clearwaste.com’ as a possible resource to report fly tipping alongside fixmystreet.

2307_[9] COMMUNITY

  • Reviewed: A community litter pick will take place on 8th Oct 2023 at 10am
  • Reviewed: Plans for a summer newsletter to introduce new councillors, the vacancy for a new councillor, the litter pick and Church fete.

2307_[10] CONSULTATION REQUESTS

  • RESOLVED: Green space review: to request adding the Barbury to the green space review.
  • Noted: WECA Consultation request regarding Somer Valley Links

2307_[11] POLICIES FOR REVIEW

RESOLVED: The risk management policy was reviewed and approved.

2307_[12] FINANCE

Payments and income – see appendix 2023-07 Finance Reports

  1. RESOLVED: payments to approve listed in finance report
  2. Noted: payments and Income listed in finance report
  3. Noted: bank reconciliation
  4. RESOLVED: Update of bank mandate: to remove resigned and previous members, to add new members, to update for a temporary period the online authority to Clerk plus one councillor until new councillors have internet banking access. (The risk of non payment of invoices being a significant factor following removal of previous members from the bank mandate. The mandate will be updated to Clerk plus two councillors for online payments as soon as enough councillors can access internet banking)

There were no outstanding consultation requests at the time of agenda publication

RESOLVED: Date of next meeting: Thursday 14th September 2023, 7.30pm at Hinton Blewett village hall.
