2211_[1] PUBLIC PARTICIPATION SESSION

A member of the public gave representation regarding planning application 22/04026/FUL

2211_[2] APOLOGIES FOR ABSENCE

There were no apologies for absence.

2211_[3] DECLARATIONS OF INTEREST

There were no declarations of disclosable pecuniary or personal interests or dispensation requests.

2211_[4] CONFIRMATION OF MINUTES OF PREVIOUS MEETING

RESOLVED: The Parish Council meeting minutes of Thursday 8th September 2022 were confirmed as an accurate record and signed by Chairman.

2211_[5] REPORTS

(a) Chairman’s Report

  • The Chairman gave a report on two events he had attended, one held by the National Grid and one by Bristol Water. A question raised at the National Grid event confirmed that power cuts could not be ruled out, for example in the event of severe weather. One recommendation was to have alternative sources of light that do not rely on mains electricity in case of power cuts. The Bristol Water event communicated that the network was resilient with several sources of water supply available for dry weather.
  • The Chairman confirmed he would be attending the police advisory panel on 5th December. The issue of agricultural theft was raised by the Parish Council as a topic to be raised at the panel.

(b) Clerk’s Report

  • The defibrillator was used in October. The battery and pads had been replaced. The cabinet had been cleaned.
  • Email considerations for councillors were highlighted following details emailed to council members.
  • The annual playing field inspection had been booked with Wicksteed.
  • A quotation from the internal auditor had been emailed to councillors. The council confirmed that the Clerk should proceed with accepting the quotation offered for the next three years.

(c) Members Reports

  • A report was received from Cllr Bowler regarding the renewable energy workshop in Temple Cloud held by the Centre for Sustainable Energy. It was reported that attendees felt the content and direction of the workshop did not reflect the advertising for the event. It was reported that the advertising had led attendees to believe they would receive tips on how to save money on energy bills, and this did not seem to be the focus of the workshop. Concern was expressed that support for renewable energy would be re-framed as support for local development. Concern was expressed that potentially leading questions had directed attendees to choose local locations for renewable energy development – attendees only had the option of choosing sites on a map of Hinton Blewett and Temple Cloud. Concern was expressed that the workshop would result in the appearance of a public consultation appearing to demonstrate public support for development in Temple Cloud and Hinton Blewett and this had not been made clear to attendees.
  • An update was received regarding the jubilee bench, it had been recommended to install a suitable support pad to be fitted in the Spring.
  • It was reported that the Jubilee mugs were unavailable to order as planned. The circumstances of the death of Queen Elizabeth II were considered by the council and it was suggested that Coronation mugs could be provided as an alternative for next year. Cllr D Elliot offered to investigate donations to support the supply of coronation mugs.

(d) Ward Councillor’s Report

An apology for absence was received from the Ward Councillor

  1. RESOLVED: The 22-23 NJC pay agreement was confirmed for the Clerk employment contract from 04/22

2211_[9] BARBURY SIGN

A member of the public had highlighted two factual errors to Cllr Huffadine on the Barbury sign and has suggested it should be amended. An offer to alter and cover the costs from the History group for altering the sign on the Barbury was approved by the Parish Council subject to approval of the artwork prior to printing.

2211_[10] DATE OF NEXT MEETING

RESOLVED : Date of next meeting: Thursday 12th January 2023, 7.30pm at Hinton Blewett village hall.
